CMMC 11-4(a) makes it a crime for someone to urinate, defecate or otherwise discard human waste on private property exposed to public view, or on any public street, sidewalk, park, and more.  However, those who suffer from illness, infection, or disease who cannot control their bodily function are except from this crime.
