Woman Pleads Guilty to Running “Birth Tourism” Scheme to Help Unlawful Immigrates Give Birth in U.S. to Secure Citizenship

A Chinese national pleaded guilty on Tuesday to federal charges for running a “birth tourism” scheme in Orange County that catered to wealthy pregnant women and Chinese government officials. The man would charge thousands of dollars to help women give birth in the United States in an effort to help get them U.S. citizenship.

Songyuan Li, of Irvine, pleaded guilty to a single count of conspiring to commit immigration fraud and one count of visa fraud. Li was among 19 other codefendants charged in connection with this scheme.

She admitted in her plea agreement that she operated a birth tourism company in Irvine called “You Win USA Vacation Services Corp.” She would help pregnant Chinese nationals travel into the United States to give birth so their children would automatically receive U.S. citizenship. It is estimated that Li received $3 million in wire transfers from China in only two years.

Her sentencing hearing is scheduled for December 16 before U.S. District Judge James V. Selna. Li faces a statutory maximum sentence of 15 years in prison.
