Illegal Dumping | DMC 4116

In the City of Downey, Downey Municipal Code 4116 governs the charge of “illegal dumping.”[1]  Dumping includes discarding rubbish, garbage, or other forms of debris onto any public road.  In other words, illegal dumping is littering but more severe.  This ordinance was enacted in an effort to keep the city in aesthetically desirable while also considering environmental impact.

Typically, Downey Police Department cites a violation of DMC 4116 when caught urinating in public.  Public urination is a form of disorderly conduct and categorized as a nuisance.  It is a misdemeanor carrying up to six (6) months in the county jail.  All violations are forwarded to the Downey City Attorney’s Office for review.  If charges are filed, then a court appearance will be calendared at the Downey Courthouse.
